Does a Home Warranty Cover Plumbing?

Plumbing coverage is drawn as a boundary on the ground, not as a system, so where a pipe failed decides the claim more often than what failed.

Covered, With a Boundary Drawn on the Ground

A home warranty — properly a home service contract, a repair-or-replace agreement rather than an insurance policy — does normally cover the plumbing system, and the base grant of coverage reads broadly. Typical language covers leaks and breaks of water, drain, gas, waste or vent lines; shower, tub, diverter, riser, angle stop and gate valves; pressure regulators; hose bibs; circulating hot-water pumps; and the clearing of stoppages in sinks, tubs, showers and toilets.

Then comes the qualification that matters more than every item on that list combined, and it is not a list of parts. It is a map. Contracts do not cover the plumbing. They cover plumbing located within the perimeter of the main foundation — an imaginary vertical prism drawn straight up from the house's main footprint. Everything outside that prism is excluded by definition rather than by argument. On a plumbing claim the operative question is rarely what broke. It is where it broke.

The Perimeter Clause, in the Contract's Own Words

The clause is neither hidden nor ambiguous — it is simply printed somewhere most buyers never reach. One Texas plan form grants coverage for “leaks or breaks in water, gas, drain, sewer or vent lines that are located within the perimeter of the main house foundation.” A California form from a different national provider grants “repair of leaks and breaks in water, waste, vent, or gas lines within the perimeter of the main foundation of the home or garage.” The same idea reappears as an exclusion: “stoppages caused by collapsed, damaged or broken drain, vent or sewer lines outside of the home's main foundation.”

Read those as a surveyor would.

  • The yard line is out. The run from the house to the meter and the run from the house to the city sewer main — the most expensive plumbing most homeowners will ever replace — sit outside the perimeter by definition.
  • Detached structures are usually out. A detached garage, guest house or workshop is generally not inside “the main foundation,” though the California form above is unusually generous in naming “the home or garage.”
  • Additions are arguable. An addition poured on its own slab, or a pier-and-beam add-on to a slab house, can be characterised as outside the main foundation. That word is load-bearing.

The order in which you read a contract determines what you learn from it. Read the perimeter clause and the access clause first, then the covered-items list. Read them in printed order and the list will tell you the system is covered before the definitions tell you which third of it is covered.

Getting to the Pipe, Fixing the Pipe, Closing the Hole

The second trap is that a contract splits a plumbing repair into three jobs and prices each differently: reaching the pipe, repairing the pipe, and putting the building back. Only the middle one is straightforwardly covered.

Access is granted narrowly. One provider will “only provide access to plumbing systems through unobstructed walls, ceilings and floors.” Another is “only responsible for providing access ... through unobstructed walls, floors or ceilings and will return the opening to a rough finish.” A third disclaims responsibility for “trim, texture, paint, wallpaper, tile, carpet, or the like.”

Two words do most of the damage. Rough finish means an unpainted, untextured, untaped patch — or, in a slab job, raw concrete with no flooring on it. The tile, the hardwood, the texture, the paint and the vanity demolished to reach the stub-out are the homeowner's cost, and often the larger half of the bill. Unobstructed works just as quietly: cabinetry, a built-in, a stair stringer or a finished basement ceiling standing in front of the wall can convert a covered repair into an uncovered access problem.

Underground and concrete-encased work is capped separately and hard. One Texas form sets a stated maximum “per plan for diagnosis, repair or replacement for leaks in water, drain, gas or polybutylene piping that is underground or obstructed by concrete” — note per plan, an aggregate for the whole contract year rather than a per-occurrence allowance, so one bad leak can exhaust the year's underground budget. Another form puts diagnosis, access, repair and replacement of items in or below a slab under a single, lower shared limit.

Polybutylene, Galvanized Steel and Kitec: When the Material Is the Defect

Three piping materials turn a house from a repair question into an insurability question, because all three fail systemically rather than randomly.

Polybutylene

Gray or blue flexible poly, installed roughly 1978 to the mid-1990s. Chlorinated water oxidises the resin and the acetal insert fittings, and the pipe degrades from the inside out — so looking at the outside of a PB line tells you nothing about how much of it is left. Class litigation drove the manufacturers into the Cox v. Shell Oil settlement in Tennessee; the funds were later exhausted and closed, and a buyer today has essentially no settlement remedy left. The Tennessee Court of Appeals opinion at 196 S.W.3d 747 records how long that administration ran.

What matters now is downstream. Many homeowners carriers decline new business on PB houses, non-renew, exclude water damage originating from PB, or require a repipe to bind. Service contracts either exclude PB, ring-fence it under a named cap — one form names polybutylene inside its underground cap, which tells you the underwriter expects those claims — or treat systemic PB failure as a pre-existing condition, on the reasoning that the defect is inherent and known rather than sudden.

Galvanized steel

Pre-1960s supply piping. The zinc erodes, the steel corrodes, and the interior tuberculates — the pipe closes in on itself. The tell is low flow at the farthest fixture, hot side worse than cold, with rusty first-draw water. Contracts commonly exclude “flow restrictions in fresh water lines” by name, and restriction is precisely how galvanized fails. The house stays covered on paper with no practical remedy, because the system does not leak — it strangles.

Kitec

A PEX-aluminium-PEX composite sold from about 1995 to 2007 under several names, recognisable as orange and blue tube with brass fittings. The fittings dezincify in certain water chemistries, losing structural zinc and failing suddenly. A US and Canadian class settlement established a claims fund whose deadline passed in January 2020 and is now closed. Kitec is concentrated in Las Vegas high-rises and condominiums and in parts of Canada, where it drives HOA special assessments and underwriting flags.

What a General Inspection Is Required to Do, and What It Cannot See

The InterNACHI Residential Standards of Practice at section 3.6 require the inspector to inspect the main water supply shut-off valve, the main fuel supply shut-off valve, the water heating equipment including venting connections and relief valves, the interior water supply including all fixtures and faucets by running the water, all toilets by flushing, all sinks, tubs and showers for functional drainage, the drain, waste and vent system, and drainage sump pumps with accessible floats.

The verbs are the whole story. The inspector must describe the location of the main water shut-off — describe it, not operate it. The inspector must report deficiencies in water supply “by viewing the functional flow in two fixtures operated simultaneously” and active plumbing water leaks “that were observed during the inspection.” Observed during the inspection means a leak that is not leaking that morning is not a finding. Functional flow means two fixtures running at once and a judgment about the result — not a gauge reading, not a static pressure test, not a rate in gallons per minute.

Outside the standard entirely: water quality and potability testing, operating shut-off valves, private and septic systems, underground piping, sewer laterals, leak-detection testing of any kind, and determining pipe material where it is concealed. A general home inspection is visual and non-invasive. It does not open walls, does not pressure-test, and does not scope buried lines. Where the only visible pipe is at the water heater, under the sinks and in the crawlspace, that is the entire sample from which a material judgment gets made.

How Plumbing Actually Fails, and Why the Contract Aims Elsewhere

InterNACHI's life-expectancy chart gives copper water lines 70 years, plastic water lines 75, PEX 40, ABS and PVC waste pipe 50 to 80, and cast-iron waste pipe 60 above ground and 50 to 60 below. Those are design-life figures for correctly installed pipe carrying benign water. Aggressive chemistry — low pH, high chlorine or chloramine, high velocity — shortens copper dramatically, and some water districts produce pinhole leaks in copper only 15 to 25 years old.

The structural insight a buyer rarely reaches alone: the failure that gets covered is a leak, and the failure that ruins a house is a restriction or a system-wide material defect. Contracts are built around the first. A pinhole in accessible copper inside the footprint is a clean, cheap, covered claim. A whole house of tuberculated galvanized, a whole house of oxidised polybutylene, or a yard line collapsing under the driveway are the failures that cost real money — and each is written out by a different clause: flow restriction, pre-existing systemic defect, and the perimeter.

What to Look At, and the Window You Have to Do It In

Diligence has a deadline. The inspection or option period is the only stretch of the transaction in which a plumbing finding converts into leverage; afterwards the same finding is a homeowner's expense.

  • Identify the supply material at the water heater, under sinks, at the meter and in any accessible crawlspace or attic. Gray or blue flexible poly, orange-and-blue composite with brass fittings, or threaded steel are all answers that change the transaction.
  • Get a bindable insurance quote before the contingency expires, not after. Problem piping is an underwriting question, and closing week is a bad time to learn the carrier wants a repipe.
  • Read the perimeter clause and the access clause of any warranty offered with the house, and ask what the underground and concrete sub-limit is and whether it is per occurrence or per contract term.
  • Ask what “unobstructed” means in this house. A finished basement, a wall of cabinetry or a tiled shower wall over the valve body changes the arithmetic of a future claim.
  • Treat inspector silence as silence. Concealed pipe is not inspected, and no finding about pipe material is not a finding that the pipe is fine.

The mechanism is unusually literal here: coverage is a shape drawn on the ground, and the shape is smaller than the plumbing.

Frequently Asked Questions

Does a home warranty cover a leak in the yard between the house and the street?

Generally no under a base plan. The standard grant of coverage reaches only leaks and breaks within the perimeter of the main foundation, and a yard line lies outside that perimeter by definition. Some providers sell a separate exterior water and sewer line rider that reaches past the footprint, with its own caps and exclusions. This is the most common surprise in plumbing claims, because the covered-items list says “water lines” without qualification while the geographic limit sits in a different paragraph.

What does “returned to a rough finish” actually mean?

It means the contractor closes the hole to bare, unfinished condition and stops. On drywall that is an untaped, untextured, unpainted patch; on a slab it is raw concrete with no flooring over it. Contracts routinely disclaim trim, texture, paint, wallpaper, tile and carpet by name. In an unfinished basement this hardly matters; in a tiled bathroom or a hardwood living room the restoration is frequently the largest line item in the job, and it falls on the homeowner.

Will a home warranty pay to repipe a polybutylene house?

Realistically no. Providers either exclude polybutylene, cap it under a named underground or concrete sub-limit, or treat systemic PB failure as a pre-existing condition on the reasoning that the defect is inherent, industry-known and gradual rather than sudden. A service contract funds the repair of a discrete mechanical failure, not the replacement of a system that was defective when installed. The class settlement funds that once paid for repipes are closed, so the repipe is a cost to price during the option period rather than a claim to file later.

Does the home inspector test water pressure?

Not in the way most buyers imagine. The standard requires the inspector to report deficiencies in the water supply by viewing functional flow in two fixtures operated simultaneously — an observational test, not an instrument reading, and it produces neither a static pressure figure nor a flow rate. Many inspectors attach a gauge to a hose bib as a courtesy, but it is not required. If static pressure matters, ask for it specifically in advance.

Is galvanized steel piping covered by a home warranty?

The material is not usually excluded by name, so a discrete leak in an accessible galvanized line inside the foundation footprint can be a covered repair. A house can have copper stubs at every visible location and polybutylene in the walls, because partial repipes are common and the visible ends are exactly what a previous owner had reason to change.
