A Cheap Repair Behind an Expensive Door
A slab leak is the failure of a pressurized water supply line — or, less often, a drain, waste or vent line — routed beneath or within a concrete slab-on-grade foundation. In slab-on-grade construction the distribution lines often run in the fill under the slab, sometimes sleeved, sometimes cast directly into the concrete. When one fails, the water goes into the soil under the house, where it can wash out fill, saturate expansive clay, and heave or settle the slab.
Two facts make this the sharpest coverage boundary in residential construction. The failed component is cheap and the access is enormous — the repair is a coupling or a few feet of pipe, and reaching it means pulling up flooring and cutting a structural slab, or mining a tunnel underneath the house. And the two products a homeowner holds divide those costs in almost exactly opposite ways. A home service contract is oriented toward the pipe; a homeowners policy is oriented toward the hole. Most buyers have this backwards, and the reversal is what costs them money.
What the Service Contract Grants: One Small Carve-Out
Every mainstream contract contains a general access disclaimer that would swallow a slab claim whole. A typical version disclaims responsibility for “providing or closing access to covered items ... or restoration of any wall or floor coverings, cabinets, counter tops, tiling, paint, or the like.”
Against that, contracts carve out a small, separately capped exception for concrete-embedded plumbing. One national form provides that where plumbing is accessible only through concrete, the provider pays up to a stated per-contract-term maximum for “access, diagnosis, repair, or replacement of such plumbing, including returning access openings to a rough finish.” Another caps “diagnosis, access, repair or replacement of items located in or below a concrete slab” at a lower stated figure.
Three mechanics inside those clauses decide the claim:
- Access, diagnosis, repair and replacement share one cap. Detection, cutting, plumbing and patching all draw on the same allowance, and the first two can consume it before a fitting is touched. The sub-limit is sized for an easy slab leak.
- The cap is per contract term, not per occurrence, in at least one form. A second leak in the same year draws on an allowance that is already gone.
- “Unobstructed” is a real condition. Built-in cabinetry, a kitchen island, a staircase or a built-out closet over the leak can move the repair outside the granted access entirely.
The Mirror Image: What the Insurance Policy Does
The standard homeowners special form excludes loss caused by constant or repeated seepage over a period of time, then carves out an exception for sudden and accidental discharge from a plumbing system. Attached to it is the provision that decides slab leaks: the coverage “includes the cost to tear out and replace any part of a building ... but only when necessary to repair the system or appliance” — followed immediately by “We do not cover loss to the system or appliance from which this water or steam escaped.”

The honest summary is the opposite of most people's intuition: the home warranty is the pipe product and the insurance policy is the hole-in-the-floor product. On a real slab leak the usual move is to open both files — the contract for the plumbing repair, the policy for the tear-out, the flooring and the water damage.
Who Pays to Open It, Who Pays to Close It
The phrase to understand is rough finish. Under a service contract it means bare, patched concrete and nothing else: no tile, no hardwood, no carpet or pad, no baseboard, no paint. The clause disclaiming “restoration of any wall or floor coverings, cabinets, counter tops, tiling, paint, or the like” does that work explicitly.
In a slab leak the flooring is almost always the largest single line item. A tiled great room or a continuous hardwood run turns a small plumbing repair into a room-scale reconstruction. That cost is the homeowner's under the service contract and the policy's under the tear-out provision — if the sudden-and-accidental trigger is satisfied.
One asymmetry deserves naming. The trade service call fee — the flat amount paid to the assigned contractor per visit — is small; the insurance deductible is not. On a modest slab leak the insurance claim may be worth less than the deductible, and filing it still records a water loss in the claims history.
Whether the tear-out provision pays to replace the flooring or only to tear it out is litigated. The form says “tear out and replace,” but adjuster practice on matching and on undamaged adjacent areas varies. Anticipate the dispute; do not assume the entitlement.
Through the Slab, Under It, or Around It
Four approaches exist, and the choice drives the cost.
Spot repair through the slab
Cut the flooring, jackhammer down to the pipe, repair, backfill, patch the slab, re-lay the floor. Cheapest in plumbing terms, most destructive to finishes, and it is not an option on a post-tension slab, where tensioned steel tendons cannot be cut without engineering involvement. Whether the slab is post-tension is a question to ask before anyone agrees to through-slab work.
Tunneling
Excavate from outside the foundation, mine a tunnel under the slab to the leak, repair from below, then backfill — properly compacted, or the slab settles later. Interior finishes are untouched, which is why tunneling is preferred in finished and occupied houses and on post-tension slabs, and why it costs more.
Reroute, or lining
Abandon the under-slab run and re-plumb overhead through the attic and down interior walls. Often the right answer once a system has leaked, because a pipe that failed for a systemic reason will fail again elsewhere, and tunneling twice costs more than re-plumbing once. Epoxy lining coats existing lines in place — a whole-system approach rather than a spot fix.
Why No Inspection Finds It, and the Test That Might
There is no standard-of-practice requirement to find a slab leak. ASHI's standard excludes “the condition of systems and components that are not readily accessible” and disclaims “concealed conditions, latent defects, consequential damages.” InterNACHI's standard likewise limits the inspection to readily accessible, visually observable installed systems. A pipe in the fill under a slab is the definition of a concealed condition.
What an inspector can observe, and what a buyer can ask for:
- The water meter test. Shut every fixture and watch the meter's low-flow leak indicator. It is the most useful five-minute check for an under-slab leak, it costs nothing, and neither standard requires it — so ask for it by name.
- A warm or damp spot on a slab floor. Hot lines leak more often than cold, because hot copper corrodes faster and moves more with temperature.
- Running water heard with everything off, or an unexplained jump in the water bill.
- Cracking in slab-on-grade flooring, doors out of square, separations at the wall-to-ceiling joint — slab movement, which may warrant a foundation engineer.
- Evidence of prior repair: a patched rectangle in the slab, a mismatched section of flooring, or new copper overhead in the attic, the tell-tale of a previous reroute.
- Elevated static pressure with no functioning pressure-reducing valve, which pre-loads every joint in the system.
Documented active leakage converts the defect from concealed to known, and that cuts both ways: it starts the clock on the insurance seepage exclusion, and it makes the condition a detectable pre-existing condition for any contract bought afterwards.
How Under-Slab Pipe Fails
Copper pinhole corrosion is the classic mechanism: pitting driven by aggressive water chemistry — low pH, high chloride, dissolved oxygen — or by copper sitting in direct contact with concrete or soil chlorides where a sleeve was omitted, or by erosion corrosion where velocity is too high. That last one explains why hot recirculation lines fail first: the water is hotter, moves more, and never stops. Electrolysis, stray current and dissimilar-metal contact accelerate it; abrasion against gravel adds another path.
Polybutylene under-slab runs from roughly 1978 to 1995 are a recognized failure class, and the settlement funds that once addressed them are closed. Expansive soil movement stresses pipe from outside, which is why Texas, Oklahoma, Colorado and California clay markets have a slab-leak industry and other regions do not.
InterNACHI's chart gives copper water lines 70 years and PEX 40, but under-slab copper in aggressive soil or water fails far sooner — and service life is not the relevant number anyway. The relevant fact is that the first pinhole predicts the second: whatever caused it is still there, acting on the rest of the same pipe. That is the whole argument for rerouting rather than spot-repairing.
Timing Is the Whole Case
Everything here turns on dates, on both products. On the insurance side the trigger is sudden and accidental discharge and the exclusion is constant or repeated seepage over a period of time. Every week a slab leak runs moves the loss from one category toward the other. Delay is the most expensive decision available here.
On the contract side the equivalent question is pre-existing condition. One form covers only “undetectable” pre-existing conditions — defects that could not have been detected by a visual inspection or a simple mechanical test. The buyer's argument is that an under-slab pipe is undetectable visually; the provider's is that slab leaks develop slowly and this one began before inception. A dated meter test is the evidence that settles it.
Inside an option period the sequence is short. Ask for the meter test. Ask whether the slab is post-tension. Ask what any patch in the slab or new attic piping was for. And read the concrete sub-limit in any warranty offered, because that number — not the headline “plumbing covered” — is what the contract contributes on the worst plumbing day the house is likely to have.
